EU helps building owners in Azerbaijan to reduce their energy costs

Baku, 10 June 2022. The EU supports the Government of Azerbaijan to scale up energy renovation and decrease energy consumption and costs in public and residential buildings. One of the practical instruments developed for this purpose is the energy efficiency certificate scheme for buildings. Energy efficiency certificates are important for owners and byers/tenants of buildings and apartment units as they show how energy efficient a property is - the energy class of the building. Furthermore the certificate holds information that allows to take action – a number of recommended technical measures to improve the energy rating. Energy efficiency certificates could be a powerful tool for increasing the value of the buildings, and might boost energy renovation of existing building stock in Azerbaijan, thus having a positive impact on the carbon footprint.

A four-day training workshop on ‘Advanced energy efficiency standards, assessment and certification practises in the EU and other countries’ provided insights on the best European and international practise. The training was held within the EU funded project “‘Support for further improvement of energy efficiency in Azerbaijan”, implemented by COWI and Expertise Advisors.  Participants included representatives of the Ministry of Energy (MoE), State Committee on Urban Planning and Architecture (SCUPA), Azerbaijan Energy Regulatory Agency (AERA) and others.

The trainers focused on energy performance assessment and certification schemes for buildings such as on strategies on long-term energy renovation. Besides international best practices, participants discussed in detail the draft rules for energy efficiency certification and the definition of energy efficiency classes proposed for Azerbaijan by the project.

The EU financed project ‘Support for further improvement of energy efficiency in Azerbaijan’ started in December 2021. Within this project international experts support the Ministry of energy in developing the necessary regulations for energy efficiency in buildings as stipulated in the Law for efficiency use of energy resources and energy efficiency.

A significant part of the project is dedicated to capacity building. Local experts will be trained to conduct energy assessments of buildings and how to issue energy efficiency certificates for buildings. Home appliances energy labelling requirements and raising awareness on energy efficiency will be further subjects of trainings this year.
